Each of the four hospitals has been struggling financially — a result of fewer patients, increasing costs, old and inefficient buildings, and reimbursements from Medicaid that don’t cover the cost of care, said Carol Schneider, president of Mercy Hospital & Medical Center. The hospitals serve many patients on Medicaid, a state and federally funded health insurance program for people with low incomes.
